The Merit System

The Montebello Unified School District is a Merit System employer for classified employees. A Merit System is a form of civil service which covers certain aspects of school district classified employment. The California Education Code mandates, in Merit Systems, the establishment of a public body of three lay persons, called a Personnel Commission, to oversee and control the selection, classification, retention, and promotion of classified employees as prescribed by law. Personnel Commissioners are appointed to three-year staggered terms of office. Each Commissioner is recommended to the State Superintendent of Schools by the Board of Education for appointment. The law provides for the Personnel Commission to appoint a Director in the field of personnel to guide them through the complexities of Merit System personnel rules and regulations. For a more in-depth look at the merit system, visit www.meritsystem.org

Some of the areas which involve the Personnel Commission are: certification of employment eligibility lists, overseeing promotions, examinations (testing), classifying and reclassifying jobs, and adjudicating appeals of disciplinary actions or examinations.

The Personnel Commission holds regular public meetings at 4:30 p.m. on the second and fourth Monday of each month. The agenda is posted, in advance, at each district site, as well as on the display board at the entrance to the District Administration Office, at 123 South Montebello Boulevard, Montebello, CA 90640. Personnel Commission agendas and minutes may also be viewed from the link to the left of this page
